Whole Systems and Government
The "whole system" methodologies used by Horizons have many applications useful to governmental entities, including city managers, elected bodies, commissions, planning departments and others departments and agencies.
Public Participation
Because of its inherent capacity to support public involvement and focus on common ground it is particularly applicable to:
- planning processes (like general plans, environmental review, economic or other development plans)
- implementation of plans, ordinances and regulations
- long and short term visioning, and
- issues involving controversy or conflict.

Internal Government Activities
HORIZON's whole system approaches have broad application for city manager's, agencies and elected and appointed public bodies. Some of these include:
- establishing or orienting new agencies, new staff or new elected bodies
- process design and re-design
- long and short range planning and strategic planning
- moving or relocating
- technical systems design like information technologies, networking or architectural systems
